Director of Human Resources

University of Saint Mary,
Leavenworth, Kan.

JOB SUMMARY:

Responsible for developing, implementing, and maintaining personnel policies and procedures, documentation covering the following: employment, wage and salary administration, compliance with Federal and state statutes related to employment, employee orientation, training, and benefit administration.

ESSENTIAL FUNCTIONS:

1. Employment and Recruiting
  • Coordinates with department managers the hiring of all personnel
  • Writes and places all employment ads
  • Trains managers on acceptable interviewing procedures
  • Assures all resumes are logged and all non-successful candidates are notified
  • Conducts pre-screening of employees as required
  • Processes each new employee and provides appropriate employee benefit information
  • Coordinates with department managers and supervisors to execute letters of hire
  • Coordinates with the Academic Vice President and Dean of the university to execute faculty contracts
  • Assists supervisors in the employee disciplinary process including termination and conducts exit interviews as necessary
  • Updates Employee Handbook as necessary
2. Training and Development
  • Coordinates new employee orientations
  • Plans and conducts performance appraisal, management, and non management training
  • Plans and conducts training on the procedures for handling claims of  “Sexual harassment” or “Other forms of Prohibited Harassment”
  • Arranges and/or conducts seminars for employees on various human resource related subjects
  • Counsels employees and managers on employee relations issues and problems
3. Wage and Salary Administration
  • Maintains current job descriptions and updates regularly
  • Prepares, distributes, and reviews performance appraisals; ensures that appraisals are completed and received in a timely manner
  • Reviews all requests for pay increases
  • Conducts compensation studies and recommends compensation adjustments accordingly
  • Prepares related statistical reports including required non-payroll government report
4. Benefit Administration
  • Coordinates with Payroll to ensure benefit contributions are deducted accurately
  • Maintains and updates as necessary “Benefit Summary”
  • Processes worker’s compensation and unemployment claims in a timely and effective manner
  • Analyzes university benefit plans and policies to ensure legal compliance, competitive positioning, and best utilization of benefit budgets
  • Reports monthly on participation in SCL-HS benefit programs
  • Reports monthly Short Term and Long Term Disability Census and remits premium payment
  • Updates monthly university Defined Contribution Retirement Fund
  • Provides support in administering all benefit programs
  • Maintains benefit information by employee
  • Coordinates benefits enrollment processes
  • Functions as liaison between benefit providers and employees
  • Conducts benefit meetings including preparation of all required materials
  • Generates monthly premium reports and payment requests for providers
  • Prepares required federal and state reports and filings
5. Personnel Records
  • Ensures that personnel records are maintained and updated as necessary
  • Develops and maintains forms and spreadsheets for necessary applications and an efficient record keeping system
6. Other Responsibilities
  • Serves as the EEOC, ADA, and Title IX compliance officer
  • Represents university at personnel related hearings and investigations
  • CIC-TEP officer, reviews faculty/staff tuition  remission applications and approves eligibility
  • Manages departmental budget
  • Prepares required federal and state reports and filings
  • Participates in external salary and benefit surveys as requested

PHYSICAL/MENTAL REQUIREMENTS:

Requires ability to speak before large groups
May require long periods of time at a computer terminal
Familiarity with spreadsheet design

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:
Bachelor’s degree in Human Resources Management, Business Administration, Communication or related field
5 years experience in supervising and managing staff
Strong verbal, written, analytical, and interpersonal skills
Ability to organize and prioritize work to meet deadlines
